Display of 20% VAT in the quote tab

The user would like the 20% VAT option to be displayed in the "Quotes" tab of Revel'home. Currently, only the reduced rates (5.5% and 10%) are visible because they generate a certificate. The user wants this option for better visibility and consistency in managing their files, even though no certificate is required for this rate.
